This study investigates the productivity and performance implications of deploying Oracle Application Express (APEX) as a low-code development framework in cloud-native environments. By integrating declarative application modeling with Oracle Cloud Infrastructure’s (OCI) container orchestration and DevOps pipelines, the research demonstrates that APEX can achieve over 60 % faster provisioning and 50 % fewer defects compared to traditional development stacks. Quantitative performance evaluation across concurrent workloads revealed stable response times, high elasticity efficiency, and negligible latency overhead under auto scaling conditions. These results confirm that low-code architectures when implemented through database-native platforms like APEX can deliver enterprise-grade scalability, maintainability, and operational consistency. The findings position Oracle APEX as a viable model for organizations pursuing digital transformation through agile, cloud-integrated development ecosystems.
